Your iPad must be jailbroken!
Using a file manager iPad ( DiskAid for Mac OS X, i-FunBox for Windows) create a directory in / var / root / Media / Cydia / AutoInstall (rights to the folder should be 755 - usually they are by default).Copy .deb file in the directory AutoInstall. Restarting the iPad. Done.
Either c using iFile . Throws .deb file anywhere on your iPad. It opens the directory content in the iFile. Click on the .deb file, select the item "Installer".
Then, the topic will appear in the selection of the applications Winterboard.
